There’s a unique type of business, popular in urban areas, that could be on its way to Garner in the near future: a craft beer store and bar.

All it needs is a majority vote from the town council.

The Planning Commission voted 3-1 Monday night to approve a special use zoning permit to operate The Bearded Lady Bottle Shop with five conditions:

▪ The business must submit documentation of approved ABC License to the Planning Department.

▪ The proposed exterior changes to create the outdoor patio shall be submitted for review, approval and be constructed.

▪ Contact the police department to schedule a meeting between police, ALE agent and the applicants

▪ Seating for customers hall not exceed 38, unless a modification to the approved plan is requested and approved

▪ The hours of operation shall not exceed those outlined in the business description, unless a modification to the approved plan is requested and approved.

The proposed property is on 1350 Fifth Ave., Suite 170 in the Fifth Avenue Shopping Center. It is the first space of the building closest to Vandora Springs Road. The business will cover about 2,400 square feet. About 80 percent of the business will be dedicated to retail and 20 percent to bar. The store and bar will have 38 seats, which includes outdoor seating. A patio will be constructed outside of the business.

With the absence of two commission members, Cliff Sauls, Barbara Barat and Nilesh Surti voted to accept the proposal.

“I’m excited to see this type of business come to Garner,” Sauls said.

“I’m glad to see there is some business coming to that area,” Barat added. “We need to start filling up that shopping center (Fifth Avenue Shopping Center).”

Jim Hunnicutt was the lone commission member who voted against the permit. He did not provide explanation for his vote during the meeting.

“I’m not 100 percent sure it’s the highest and best use, which is something that we always look at,” Hunnicutt said in an interview. “It was three to one and I knew it was going to be three to one, but sometimes you just do what you feel like you need to do.”

For years, the shopping center had lacked tenants as a result of the recession, its property manager Dave Elmore has said. But recently interest has picked up.

Antares Nicklow and his girlfriend Shannon Cummings, both natives of Garner, are co-owners of The Bearded Lady Bottle Shop.

Nicklow said the targeted clientele will be craft beer lovers. He said he hopes to open the bar and store mid-summer if approved.

The bar will serve different craft beers and unfortified wine.

“We’re trying to provide more of a location that people can come and get these types of craft beers that they want, that they don’t have to drive to Raleigh to go get,” Nicklow said. “Right now if you wanted to get those you would have to drive to Raleigh or at 4042 there is one that is a smaller location, but it is not Garner proper.”

“This is something niche for people that I think will be appreciative of it,” he added. “They won’t have to drive to downtown Raleigh like they have to now, and there are a plethora of them in Raleigh. We want to be the one in Garner.”

The proposal will next before the town council. A public hearing is set for April 6. If approved, it will be the first store of its kind in Garner.
